Built in August 1985 as a conference hall, Tongilgak is comparable to the Peace House in the southern portion of Panmunjom.

Starting in May 1992, it has been serving as the North Korean ‘South and North Liaison Office’ and hosted most of the inter-Korean talks or contacts held in the northern portion of Panmunjom. Since it is located about 100meters northwest of Panmungak, it is not easily visible to the naked eye.
